I seem to remember that we do have a lead-cutting guillotine. If so, we could
offer to let the querant use that to chop leading they obtain from ebay or
   wherever to their desired length.

* If he buys lead, he can buy it cut to the lengths he needs.

* The slide and lock nut for the tabletop lead cutter that came with
the shop went missing years ago. Without it, it's hard to get close
  to exact lengths.

I donated a hand lead cutter, with a slide. I have found it hard to
use and to get exact lengths.

Either take some practice to get good square cuts.

The chance is significantly larger that he'll damage the equipment
  without experienced supervision.

None of the student members, including Molly, have any experience
  using these tools.

* There is also the issue of where do the students stop in helping
  him.

Do they sell him ink & other supplies?

Do they lend him type, rules, dingbats, etc.
What deposit and security do they use to insure the safe return of
  anything lent? Etc.

AX has only allowed non-brothers to use the Shop when supervised by
a qualified Press Operator who assumes full responsibility for the
Shop's, Office's, and brother's property, including being with the
  non-brother in the APOffice.

If someone experienced wants to assume full responsibility & full
supervision for helping this student, go for it. To me, the
resources are better directed elsewhere. Like training & qualifying
runs, or community service for the needy.
