i added apo-rules-comm and apo-exec

like jtu, i'm not active.  
i'm just suggesting, and being informative.
resolving this is up to the actives

* my advice is to do this right, not in haste

* AX has generally not acted in haste in amending it's by-laws or
  passing/changing chapter policies

  usually an ad-hoc committee has studied the issue (these days,
  it seems apo-rules-comm has this role) spending sufficient time to
  understand the issue and to word a policy.  then apo-exec does the
  same.  finally AX considers the proposal at a regularly scheduled
  chapter meeting

* with all due respect to jtu, her proposed policy:
  * doesn't integrate with the other standing policies
  * is ambiguous
  * only covers a corner of the issue
  * has internal conflicts
  * shows little understanding of the federal and state laws
  * tries to handle the future about what matt's inquiry via the SFAO
    may or may not result in - when it be better to amend or add
    policy once it is known what MIT will allow, if anything

* i would much prefer to meet in person with those who need to be
  educated about the federal and state law involved.  about why the
  United States Congress and the Mass State Legislature limits what
  APO, MIT, and other charities can do.  my experience is
  that much more progress is made in person, than via e-mail

  i offered to come to the brainstorming meeting on this, but was told
  i would be invited to a later rules-comm meeting

* arithistis and my rsi, limits my typing, and to even answer the
  pending emails is a lot of typing

  i wish i didn't have to type all of this email

   I'm going to suggest the following.  I'm not active, so definitely feel free
   to disregard entirely.  (The use of the word "should" below is a suggestion
   and not an imperative :)

   An active should volunteer to bring this up at the next regularly scheduled
   chapter meeting.  The chapter should adopt one of the following as a standing
   policy:
   
   (1) AX offers fee-based services to any individual or group in the MIT
   community, and to any non-MIT individual or group that would like to have a
   job done for service purposes.  Exceptions must be approved by the
   appropriate chair, the President, and the Treasurer.
   
   (2) AX offers fee-based services to groups with 501(c)3 status. Authorized
   operators may do personal jobs with their own materials, for which they do
   not expect payment. Exceptions must be approved by the appropriate chair, the
   President, and the Treasurer.
   
   (3) AX offers fee-based services to groups with 501(c)3 status.  MIT
   community individuals and groups, and non-MIT individuals and groups that
   would like to have a job printed for service purposes, may request a job
   provided appropriate, SAFO-approved paperwork is filed. Exceptions must be
   approved by the appropriate chair, the President, and the Treasurer.

   We've all heard the pros and cons for each of those policy suggestions. I
   strongly suggest that aside from new suggestions, discussion and argument be
   brought to the next regularly scheduled chapter meeting rather than an email
