what ellen emailed, including her quote from the irs web sight etc,
isn't sufficient for you?

my knowledge comes from looking at the congressional acts, the IRS
code, regs, forms, pubs. etc. the mass state acts,
regs. etc. discussions with lawyers etc, over 40 years

as i emailed last night, it will be a while until i can dig out the
references
