New APO phone numbers

The APO office now has an ISDN line with two phone numbers.
x3-3788: This is our external contact number. This is the phone number
we've always had that we give people when we tell them to call the office.
It forwards to voice mail if it is not answered after 4 rings (16
seconds). apo-acl got separate mail with details about how to access the
voice mail.
During events like Conclave and Nationals, or even things like bookex, Big
Screw, or UMOC, we might choose to forward x3-3788 to a different phone
number.
x3-5801: This is our internal office number. The number itself is not
private, but you shouldn't give this phone number out to random people,
because they should be using x3-3788. The purpose of this phone number is
so we can call the office when x3-3788 is being forwarded elsewhere.
If you need to remember the internal office number, it's shaped like a Y.
In fact, it's the opposite of the old Athena "house" combo (74269).
