Arbitrary SGML documents will probably carry a content type of text/sgml;
not text/html in any case.  Full SGML conformance, proper reference to DTDs,
proper distribution of arbitrary DTDs, it can be done without loading it all
onto the poor mistreated workinghorse of HTML.
