A relatively recent agreement between ISO and IETF allows ISO
standards to reference IETF standards (and vice versa, although that
wasn't a problem before).

The URL document is standards-track, but of course it isn't a standard
yet. However, given the (historical) relative pace of IETF vs. ISO
standards process, perhaps this won't be an issue.
