This insight is one of the motivations for the HTML+ FIG element, which
I am including in the initial draft of HTML 3.0. Full details in a few
days time when I have finished typing them up.

FIG provides for captions, text flow, and a neat way of locally handling
image hotzones, using anchor shape attributes in the alt text. My plan
is to evolve FIG into a mechanism for supporting OLE/OpenDoc style object
embedding. We hope to demonstrate this next year with Arena.
