As an intermediate step it would be really nice if one site would provide a
global index service.  This would use robot style expensive access to build
and update the indexes.  The indexes would conform to an agreed standard
(maybe Harvest).  And then every site could use harvest style access to the
one mega-site to get efficient index info as needed.  Add some mirror sites
and you have something that could be agreed on, adopted, and working
efficiently in a month or two.
