Windows 95 has the same process creation capabilities as NT, and therefore
can create children that inherit handles to things like sockets. The 
two OSs share the same API (Win32) which is actually pretty nice. Win95
does not support "service" (non-gui daemon type) apps, but you can run
such things as console apps and leave them minimized.
