Nothing *prevents* them.  However it's a pretty large hurdle to
climb for a product of questionable marketability.  When the market
matures it will happen.  In the meantime HTML has to play all things
to all people.

I'm not sure which upsets me more: that people are so unwilling to accept
responsibility for their own actions, or that they are so eager to regulate
everyone else's.
