While this still very much needs the expertise of graphic artists, it is
absolutely basic to realize that this medium is different than those that
have come before.

A simple example is that many home pages do not work well on a small
screen.  Open the home page and you get 1/2 of the first graphic, or
somesuch other unpleasantness.
