Motif.tmpl broke "make Makefiles"

I moved the "#include <Motif.tmpl>" in Imake.tmpl to above the
variable definitions (the same place it was added in the 3.1.1
templates) so that the IMAKE_CMD and IRULESRC definitions would
override the broken Motif definitions. This makes "make Makefiles"
work in, say, /afs/sipb/project/sipb-athena/dash.
