Updated xlogin again

I updated xlogin not to call /etc/athena/reactivate -prelogin on
startup, since the /etc/athena/reactivate on people's machines doesn't
support -prelogin and thus does a full reactivate (bad if someone is
logged in).
I'm about to revert the locations of xlogin and console to /etc/athena
(jtkohl moved them to /usr/athena in his initial port). We've had a
number of compatibility problems with xlogin, and it doesn't really
make sense to have this gratuitous incompatibility with the Athena
source tree just to save 300K or so in the root partition.
