Programs still needed to be built

So, while building some more useless programs (oh, the following have been
put installed:
	mkserv
	tellme
	xevil1.4 (in games)
)

I noticed we don't have quota (the athena, not BSD version). That is a
rather commonly used program, but it also has a LOT of OS specific stuff.
Since everything it does could eaily be done with smart invocations of
fs and /usr/bin/quota, I was wondering if somebody wanted to write an
sh/perl equivalent -- that would be useful for any future OS we decide
to port athena to.

If not, I could spend the time porting quota, if somebody knows where the
sources for it are.
