xlogin gets a pag (with backward-compatibility hack)

I rebuilt xlogin with -DSETPAG.  I added a backward-compatility hack
(#ifdef OLD_BROKEN_NETBSD_AFS_BACKWARD_COMPATIBILITY_HACK) to call
initgroups() after setpag() so that people will immediately lose the
PAG groups after getting them if their libafs doesn't carry PAG groups
across setpag.

I rebuilt xlogin from /afs/sipb/project/sipb-athena/xdm, and only
replaced the executable.  There's some version skew in the bitmap
files between sipb-athena/xdm and /mit/netbsd/dev/athena/attic/xdm
with regard to bitmap files it expects to find in /etc/athena/login,
but those are controlled by the app-defaults file.  I should reconcile
the bitmap file differences.
