Some changes in the Athena setup

I've chowned everything in /usr/athena to root (except programs which
need to be owned by something else). Please keep things that way.
I'll work on modifying all the Athena packages to install things with
the proper ownerships.
Also, /bin/athena/login is now setuid root for future installations,
like it is on other Athena platforms.
