Installation procedure now creates partitions

I've added a script "makepart" to the installation program which will
look for empty blocks of sectors on the system's disks and offer to
create a NetBSD partition in the largest one.  I've modified the
installation documentation to reflect that pfdisk is no longer
necessary (you can just run bootinst while you still have two DOS
partitions and then use fdisk to delete the second DOS partition
created by FIPS).  I'll print out new copies of the documentation
soon.
