mkptypes should be available in the watchmaker locker as soon as it
propagates.
I don't see any reason to treat NetBSD differently from other
platforms. We should talk to Bruce Lewis and get the NetBSD binaries
installed in the techinfo and wcl lockers, and then install the
attach-and-add techinfo script in /usr/athena/bin.
