I turned off quotas and it seems to be working find now.  The only odd
thing about quotas on my machine is that the quota files were kept
in /var/quotas instead of in the root dir of each filesystem.  I will
probably play with various combinations of afs and quotas; while I
don't care about quotas on my machine I do care about them on servers
that we put in high schools.  (No afs there yet, but maybe soon.)
