jtkohl noticed that the quotas on all 3 volumes were 5 Mb, so I did

   fs sq /afs/sipb.mit.edu/project/netbsd 60000
   fs sq /afs/sipb.mit.edu/project/netbsd/dev 100000
   fs sq /afs/sipb.mit.edu/project/netbsd/dev/build 60000

>project.netbsd, and system:gsipb on the acl for the other volumes.

Also, system:administrators has explicit rlidwka on netbsd/dev,
although I don't think that's a problem at all. I'm just wondering if
it's possible you typed all the correct fs commands from lola-granola,
but fs doesn't actually work reliably there?
