emacs18 and /mit/netbsd/packages

I've gotten emacs18 working by defining CANNOT_DUMP, which means that
it will take a bit of extra time to load its standard elisp files
(10-20 seconds) when it starts up. I've created a tar file and placed
it in /mit/netbsd/packages/emacs18.tar.gz; you should untar this file
in the root directory, and it will put files in /usr/local.
/mit/netbsd/packages is a new directory. I've included emacs18.tar.gz
there and X386.tar.gz. These packages are not intended to be part of
NetBSD-Athena, but are there for the convenience of people whose
systems have special requirements.
