login and login.krb changes

Alrighty...
/afs/sipb/project/sipb-athena/login should be the PARAGON [*] of
a way a source tree ought to be set up. Note the following
features:
1) README file.
2) Makefile.netbsd with an @sys symlink from Makefile. Notice
this is a 44BSD Makefile.
3) RCS clearly indicates that login.c is a branch of the
Athena tree. At some point, Athena's latest changes should
be merged in and our changes submitted back.
4) RCS tags, both athena and SIPB-ATHENA_IMPORT. Presumably
when/if we make a formal release, tags like SIPB7_7, etc. should
be defined (to complement ATH7_7).
Anyway, this new login is installed.
Also, I've also modified login.krb so it lets root login w/o a
password if you're in the .klogin file (essentially). Someone should
release the packs.
