What's with netbsd-source.{new,old}

It seems that someone's in the process of moving project/netbsd/
dev/netbsd-source to netbsd-source.new in a new AFS volume. This'd
be fine, but I can't seems to find any info that this is being done,
and, more importantly, all the files in netbsd-source.new seem to
have their dates reset (i.e. they're being copied in an odd
manner), which is unfortunate. If this is supposed to replace netbsd-source.old,
it'd be nice if it were aborted and redone.
Also, the fact that this doesn't seem to be noted anyway (maybe I missed
a filsys zephyr?) means I don't want to modify the tree until it's
done, as I don't know if my changes'll get copied.
Oh well...
