telnetd login STILL broken on lola-granola

Something's still wrong with telnetd/login on lola-granola (I reported this
last week or the week before). telnets into granola do not get entries
in the utmp file, which means things like reactivate running while
remote logins exist, etc.
Whomever broke it, please fix it.
