Added xpm support, fixed fvwm and vtwm.gamma

I pulled a copy of the xpm library off of contrib in ftp.x.org and
built it (xmkmf -a; make; make install).  Apart from a minor
installation problem where lib/xpm.h got moved instead of copied to
/usr/X11R6/include/X11, it built fine.

So we have xpm support in /usr/X11R6, as both a static and shared
library.  I rebuilt fvwm-new for NetBSD in the windowmanagers locker
to take advantage of this.

I think the other thing Chad found missing in X11R6 was called "nls",
but I couldn't find that under contrib at ftp.x.org, so I may have the
name wrong.

I found the routine that gets dpy->xdefaults,
XResourceManagerString(), and used it to fix vtwm.gamma.  That solves
all of the problem I had with NetBSD in the windowmanagers locker.
