config_afs change

/usr/vice/etc/config_afs has been deleted, /etc/athena/config_afs has been created
with the latest athena config_afs changes. This was prompted by a build of
athena's tcsh, which showed how broken several things became when we seperated
/bin/athena and /usr/athena/bin.
Anyway, new build of tcsh for /bin/athena, which is Athena's tcsh (gross, but at
least one person's login was broken by the tcsh installed there).
the original tchs has been moved to tcsh.old, in case more stuff breaks under the
new one (or somebody thinks we should keep it).
Greg, how are you installing stuff? if it's from a tar file, I think it needs
to be re-created, since quite a few changes have happened.
