emacs 19.28: movemail

Yoav installed emacs-19.28 in /usr/athena/bin/emacs recently, it
seems. He forgot to update movemail with the athena changes. I just
added in the changes from the emacs19 locker, and they seem to work.
(I released the system packs a couple times in the process).
In other news, we should consider how we want things to be installed.
Right now things are owned mostly by `root', `ghudson', `yoav', and
`yandros' from a rough look. Is this ok with us?
