syslogd starts before named.  If you specify a hostname in
syslog.conf, you need other name servers to resolve it.  (We don't
specify a hostname there any more, but someone else could.)

Why does syslogd start before named?  Well, named syslogs.  Yay
circular dependencies.

As for (3), when I talked with Jeff about this, he was okay with
NetBSD-Athena machines continuing to have w20ns and strawb listed.
