suid problem simple: no fs setcell stuff

The problem with setuid stuff from the SIPB cell is that there are no
fs setcell commands in the AFS startup script stuff, so only the athena cell
(where root.afs comes from) is trusted.
Greg, would you like to take the config_afs stuff from Athena and diddle it
appropriately into the rc.local stuff?
