So, I finally got around to trying to install the latest 1.3.1 stuff
on a machine. I made a floppy, and tried to install from it, finding
a panic: init not found.
  I mounted the floppy to look in there, an lo and behold, there was
absolutely nothing there except for:
	netbsd.gz
	boot
this is in no possible way a useful floppy to install from. Did nobody
else notice this?

	I'm not exactly sure how our floppies get made, so could
somebody who does know please fix this ASAP?
