The symlink has been repointed to the sipb cell in the source
tree, as of a few days ago. I haven't done a syspack rebuild since
then. I'll get around to doing one "soon", and have someone install it
in AFS.
Actually creating and populating /afs/sipb/system/config needs
more thought (and bits), and possibly the input of someone who's
actually used or looked at Dash in the last four years.
