root also needs a user entry so that it can be on dbadmin.  At least at one
point (I believe this will cease to be true RSN, the DCM's "authenticated"
to the database as root, so root needed to be very privileged.  There's a
somewhat entertaining story that jis tells about someone who removed root
from dbadmin because he didn't know why it was there.
