my 2 cents:

   patch -> sipb
   master.passwd -> sipb (athena is not likely to maintain it unless
			another OS they use supports it.)
   gdss_public_key -> net
   andrew -> sipb (we built and supported the thing. Athena hasn't
			in the past.. not sure why they will now.)
   tellme -> athena (the athena code checks if this is a private machine
			so it should deal fine with the fact that
			no NetBSD machine is a cluster machine. there
			are no real uses for tellme that I can see
			that we would add that athena won't).
   update_server -> athena
   Dash.menus -> sipb (we have a version issue, we have a problem
			with the fact that we don't have all the
			athena software, and sometimes, independent
			of Athena release numbers, we get a new
			program that would fit there. Maintaing it
			oursevles is a small amount of extra work,
			but is probably worth it).
   quickstations -> (does it MATTER?)
