weird paths on lola

I tried logging in on lola for the first time today, and noticed a
couple of things that break for me because they aren't in the same
places they're in on Athena:
true is in /usr/bin instead of /bin -- this just gives interesting
errors from zwgc because my initprogs variable is set to /bin/true
perl is in /usr/bin instead of /usr/athena/bin -- this doesn't let
me run some of my perl scripts :(
Are there reasons why these aren't in the standard places?
