At the moira maintainers' request, I decommissioned the moira
directory in sipb-athena (I haven't cvs rm'd the files or anything,
just removed it from the list of directories to build in the top-level
Imakefile) and created a "glue" directory which creates and installs
the appropriate attach and run scripts pointing at the moira locker.
Other attach and run scripts can be migrated to the glue directory as
people feel like doing it.
Also at the moira maintainers' request, I propagated this change to
the upcoming NetBSD 1.2-based release (both the release branch and the
packs).
