Some testing done on 1.1 install

(The 1.1 install is still NOT in production; please do not recommend
it to users except those specifically interested in testing.)

I've tested some of the larger and more problematic pieces of Athena
software on limekiller, and I'm pretty confident that things will go
okay if we put this installation into production soon.  techinfo
support still needs to be added to the techinfo locker, but that's
orthogonal to our release.  I upgraded emacs to 19.30, since Chad has
said that he thought 19.29 was too buggy to install in the emacs19
locker.

The one thing I still want to do is make sure that there are
sufficient hooks in the root partition to support a letter bump when
we next want to do one.  I'm pretty sure that there isn't right now
(we stripped out most of that stuff during the initial Linux and
NetBSD ports), and I need to learn a bit more about how other Athena
platforms do letter bumps.
