Okay, I went through and changed the Makefile to an Imakefile
that just installed the script using /usr/athena/config rules (for sis).
While testing, I did notice that the default install flags didn't
install using group and user 'bin'. Perhaps the Imake.tmpl should be
changed so that our syspacks don't look like they were installed by
the last person to run 'make install' ?
