should we add
	/usr/local/sbin /usr/athena/sbin and /usr/athena/etc to root's path?

note /usr/athena/sbin doesn't exist, but I see no reason why we shouldn't
create specifically for netbsd-athena stuff (not stuff that athena puts
in /usr/athena/etc)
