The Athena filesystem layout is based on the 4.3 filesystem. layout.
Trying to change this by force of imagination is foolish, as is
changing the layout on some but not all platforms.

If and when I'm doing rel-eng for Athena, we can think about migrating
to a 4.4BSD layout on all platforms, but it will be very painful if we
do so.
