You're making an extremely strong assumption about the "to" and
"cc" fields of a users mail. What happens if the user is Bcc'd?
What happens if the mail is to a mailing list that the user is
on as opposed to directly to the user? Both of these conditions
would break any attempt to filter based on the To and Cc fields.
If you were thinking of some other form of filtering, then perhaps
it is possible...
