Right.  I think every user should have their own account (leave
Administrator alone) and be instead included in the Administrator group (or
whatever group depending on access.  Being in any other group tends to be
harassing in nature at best.  You get limited in what you can do (including
changing the system clock!)

And yes, being in the administrator group (and I think the Power Users
group) gives you software install privileges.  If we have need to have an
account group for a particular "role" that is not any of the defaults,
maybe we should add it after a concensus.
