I am of the opinion that a URI type server mechanism
is the way to go. Perhaps we even need to go as
far as URCs.

unique names could be generated in the following manner

publisherId.Organization.project.product.MajorVer.MinorVer.BuildNumber

PublisherID's should be about 128 bits and should be handed out by
a central server to any organization or individual who wants to do
software publications. The BuildNumber should have a lot of bits
also so that it could be subdivided by individuals doing test builds.

URC like mechanisms could be used to find the URL where the particular
build is located (simliar to the OSI trader concept).
