question about classes available as applets

I have been exploring (playing) with java and hotjava and can't
seem to figure out the break between what Classes an 'applet' can be implemented
with and what hotjava itself is written with.
In particular, I wanted to know if my application could create frames
with pulldown menues, and other things like that. This is possible
in java but it is 'allowed' from the applet programming perspective?
-- the ultimate question: can I run an applet, say 'hotjava'??
