  Remember, just because something is not part of the base definition of a
language's syntax and semantics that doesn't mean that it can't be part of
The Standard Language.  For instance, Fortran would be virtually worthless
if its standard library were not part of the language specification.
Early C suffered from a lack of a standard library.  People eventually
took the V7 UNIX library as the semi-standard environment, but it wasn't
until ANSI codified the standard environment in 1989 that it was possible
to begin to write portable programs.

  If Java is to be successful in the long run, it will have to define what
is part of the guaranteed standard environment.  Without that people just
won't be able to write applications.
