Question about finalize

Java seems very cool!
The Java Language Specification dated May 11 1995 says: "Thus, finalization
should not be relied on for program correctness." (in the footnote on
page 15)
I am confused. This sounds to me like they are saying finalize only
works sometimes.
What good is a language feature that only works sometimes?
