How to read files at the server

I need to read a text file at the server. I used FileInputStream to open it,
but when I tested with AppletViewer I got the following messages:
"*** Security Exception: file.read:mensagens.txt ***"
"failed to open file mensagens.txt"
"Error: sun.applet.AppletSecurityException: security.file: mensagens.txt"
