Running Java locally under Win95

I have a Windows '95 machine and I would like to demonstration a WebSite I 
have prepared, but I want to do it all from local files rather than across 
the net.

I know I could be an HTTP server on it that won't give the speed I need to 
demonstrate an Intranet site I'm working on.

Its my understanding that I cannot run Java applets when referring to local 
files (i.e. not through an HTTP server). Is this true, and if not, how do I 
set up Java to execute the classes?
