Bug in Date (no negative GMT offsets)

Should I be able to specify:

new Date( "Fri, 19 Dec 1997 13:30:00 GMT-0600")

as the equivalent to

new Date( "Fri, 19 Dec 1997 19:30:00 CST" );

? 

Date won't take negative GMT offsets.

I've also tried "GMT+-0600" which is acceptable, but ignores the '-'.
