How can I write file in client side?

Hi!
I must do something to let my program can read files from server side and
write it into client side. I know it may cause security problem.
So here is my question:
1:How to do that.
2:If we do that, how to protect the client side. Maybe we can perform some access control to prevent from arbitrarily
write files in client hosts. Any suggestion?
