I have the same problem, I installed Java on the D: drive and within a
directory call Java. I setup the environment as recommended and still get
the same message. 
If I run the command "java -verbose sun.applet.AppletViewer" I get the result:
D:\java\java\bin\..\classes\sun\tools\debug\breakpoitqueue.class
followed by "Exception in Thread NULL",
more processing (loading) will occure then the java call terminates with
message:
D:\java\java\bin..\classes\sun\applet\appletviwer.class 
"Can't find class sun/applet/appletviewer.class
although the class exists in the directory.
